PA Dep't of General Services wants to help minority small business owners: The state of Pennsylvania is trying to find out if it's buying from and contracting with enough companies owned by minorities.  PA's Department of General Services want small business owners to know there is money out there, and a new study and state tour will make sure enough diverse businesses get in for the taking.
